The metal has gone a soft tan-brown all over — that is a stable surface, not active corrosion, and it should not be polished off.
Cut into the oval face is a seated figure with an object raised in front of it. The lines are dark against the lighter ground because dirt has stayed in the cuts, which is how the design remains readable at all.
The hoop is thinner behind than at the shoulders. It has been worn hard and then buried; it will not take being sized.
